Thailand RISE Fund Forum ครั้งที่ 2 RISE UP THAILAND เปิดเวทีภาคเหนือ จากงานวิจัยสู่เศรษฐกิจสร้างสรรค์และการลงทุนภูมิภาค ณ มหาวิทยาลัยแม่ฟ้าหลวง จังหวัดเชียงราย เพื่อสื่อสารบทบาทใหม่ของกองทุน ววน. ในการขับเคลื่อนงานวิจัยและนวัตกรรมสู่การใช้ประโยชน์เชิงเศรษฐกิจและสังคม ในระดับภูมิภาค โดยมุ่งสร้างความร่วมมือกับเครือข่ายภาคเหนือทั้งภาครัฐ ภาคเอกชน และสถาบันการศึกษา

ผศ.ดร.เอกก์ ภทรธนกุล กรรมการอำนวยการ สกสว. ประธานคณะอนุกรรมการยุทธศาสตร์สื่อสาร กองทุน ววน. กล่าวว่า การจัดเวที Thailand RISE Fund Forum ในภาคเหนือครั้งนี้ เป็นส่วนหนึ่งของการขับเคลื่อนแนวคิดการสื่อสารเชิงยุทธศาสตร์ของกองทุน ววน. ที่มุ่งเปลี่ยนบทบาทจาก “หน่วยงานสนับสนุนทุนวิจัยเชิงระบบ” ไปสู่การเป็น “ศูนย์กลางการขับเคลื่อนระบบนิเวศวิจัยและนวัตกรรมของประเทศ” โดยเน้นการสื่อสารผลลัพธ์ที่จับต้องได้ ความโปร่งใสของระบบทุน และการสร้างความร่วมมือระหว่างทุกภาคส่วน เพื่อสร้างความเชื่อมั่นและการมีส่วนร่วมของเครือข่ายในระดับพื้นที่

ศาสตราจารย์ ดร.วิษณุ มีอยู่ รองผู้อำนวยการ สกสว. กล่าวว่า Thailand RISE Fund จะทำหน้าที่เป็นศูนย์กลางการรวมพลังทุนวิจัยของประเทศที่สามารถขับเคลื่อนงานวิจัยให้เกิดนวัตกรรมจริง พร้อมทั้งสร้างความเชื่อมั่นและการมีส่วนร่วมของทุกภาคส่วนในการพัฒนาระบบวิจัยและนวัตกรรมของประเทศไทยอย่างยั่งยืน

ผศ. ดร.มัชฌิมา นราดิศร อธิการบดี มหาวิทยาลัยแม่ฟ้าหลวง กล่าวว่า มหาวิทยาลัยแม่ฟ้าหลวง มีพันธกิจในการเป็นพื้นที่เชื่อมโยงองค์ความรู้ วิจัย และนวัตกรรม สู่การพัฒนาพื้นที่และคุณภาพชีวิตของประชาชนในภาคเหนือ การจัดงานในครั้งนี้จึงเป็นโอกาสอันดีในการเปิดพื้นที่กลางให้เกิดการแลกเปลี่ยนเรียนรู้ระหว่างกองทุน ววน. เครือข่ายนักวิจัย มหาวิทยาลัย ภาคเอกชน และหน่วยงานในพื้นที่ เพื่อร่วมกันผลักดันงานวิจัยให้เกิดผลลัพธ์เชิงรูปธรรม และสร้างอิมแพ็กต่อเศรษฐกิจ สังคม และคุณภาพชีวิตของประชาชนอย่างแท้จริง

Thailand RISE Fund เป็นกลไกสำคัญในการเชื่อมโยงงานวิจัย นวัตกรรม และภาคธุรกิจ เพื่อให้เกิดการนำผลงานวิจัยไปใช้ประโยชน์เชิงพาณิชย์และเชิงสังคมอย่างเป็นรูปธรรม โดยการจัดเวทีในระดับภูมิภาค จะช่วยเปิดพื้นที่ให้เครือข่ายนักวิจัย ผู้ประกอบการ และหน่วยงานท้องถิ่น เข้าถึงโอกาสการสนับสนุนทุนการร่วมลงทุน และการพัฒนาโครงการร่วมกัน

ภายในงานมีกิจกรรมสำคัญ ได้แก่ เวที Keynote Speech Thailand RISE Fund, Special Talk ว่าด้วยโอกาสความร่วมมือกับกองทุน ววน. และ Panel Discussion เรื่อง “การวิจัยที่เกิด Impact และการดึงดูดทุน” โดยเน้นสาขายุทธศาสตร์ของภาคเหนือ อาทิ เกษตรปลอดภัย อุตสาหกรรมสุขภาพและ Wellness กาแฟและเศรษฐกิจสร้างสรรค์ (Creative Economy) ซึ่งเชื่อมโยงงานวิจัยและนวัตกรรมเข้ากับทุนทางวัฒนธรรมและทรัพยากรท้องถิ่น เพื่อต่อยอดความก้าวหน้าของเศรษฐกิจในระดับภูมิภาค

การจัดงานในครั้งนี้สะท้อนทิศทางของ Thailand RISE Fund ในการกระจายการสื่อสารและการสร้างเครือข่ายความร่วมมือ จากมหาวิทยาลัยเครือข่ายในภาคเหนือ โดยเฉพาะมหาวิทยาลัยแม่ฟ้าหลวง ทั้งศูนย์นวัตกรรมสมุนไพรครบวงจร ศูนย์ความเป็นเลิศด้านนวัตกรรมผลิตภัณฑ์ธรรมชาติ การแพทย์บูรณาการ สถาบันชาและกาแฟ สถาบันศิลปวัฒนธรรมและอารยธรรมลุ่มน้ำโขง กลุ่มวิสาหกิจชุมชน เกษตรกร และผู้ประกอบการในพื้นที่ สู่ระดับภูมิภาค พร้อมขับเคลื่อน “งานวิจัยเพื่อพื้นที่” ให้เกิดผลลัพธ์เชิงเศรษฐกิจและสังคมในหลากหลายมิติ ทั้งด้านเกษตรและอาหาร สุขภาพ การท่องเที่ยวเชิงสร้างสรรค์ เทคโนโลยีสิ่งแวดล้อม และการพัฒนาพื้นที่ภาคเหนืออย่างยั่งยืน

Thailand RISE Fund Forum "RISE UP THAILAND" Convenes in Northern Thailand at Mae Fah Luang University

The second edition of the Thailand RISE Fund Forum: RISE UP THAILAND was held at Mae Fah Luang University (MFU) in Chiang Rai, opening a regional stage to bridge research, creative economy, and regional investment opportunities.
The forum communicated the evolving role of the Thailand Science, Research and Innovation Fund (TSRI) in translating research and innovation into tangible economic and social impact, while fostering collaboration across government agencies, the private sector, and academic institutions throughout the northern region.

Assistant Professor Dr. Ake Pattaratanakun, Member of the TSRI Executive Board and Chair of the RISE Fund Communications Strategy Subcommittee, emphasized that the regional forum is part of a strategic repositioning of the fund — shifting from a system-based research funding body to becoming a national hub driving Thailand’s research and innovation ecosystem. He highlighted the importance of communicating measurable outcomes, ensuring funding transparency, and building cross-sector collaboration to strengthen trust and engagement at the regional level.

Professor Dr. Witsanu Meeyou, Deputy Director of TSRI, added that the Thailand RISE Fund serves as a central mechanism to consolidatethe country's research funding and channel it toward real-world innovation, accelerating the translation of research into commercially viable and socially impactful outcomes. By bringing the forum to the regional level, the fund expands access to funding support, co-investment opportunities, and collaborative project development for researchers, entrepreneurs, and local stakeholders, thereby strengthening long-term sustainability in Thailand's research and innovation system. .
MFU President Assistant Professor Dr. Matchima Naradisorn highlighted that the university's mission is to serve as a connector between knowledge, research, and innovation for the development of northern communities and quality of life. Hosting the forum provided an ideal platform for meaningful dialogue among funding agencies, research networks, universities, industry partners, and local stakeholders to advance research toward concrete economic and social impact.

Key activities included a keynote session on the Thailand RISE Fund, a special talk on collaboration opportunities with TSRI, and a panel discussion on "Research with Impact and Investment Attraction," focusing on the North's strategic sectors such as safe agriculture, health and wellness industries, coffee, and the creative economy..
The event reflected the Thailand RISE Fund's direction of decentralizing its communications and network-building efforts to partner universities in the North, particularly MFU. With its strong research ecosystem—including the Comprehensive Herbal Innovation Center, Center of Excellence in Natural Product Innovation, Integrative Medicine, the Institute of Tea and Coffee, and the Institute of Mekong Arts, Culture and Civilization– and in collaboration with community enterprises, farmers, and local entrepreneurs, MFU is well-positioned to drive area-based research that generates tangible economic and social impact across priority sectors such as agriculture and food, health, creative tourism, environmental technology, and sustainable regional development.
